Submissions on Plan Change 20 (PC20) are now closed. Council is now summarising submissions.

Plan Change 20 (PC20) relates to minor changes proposed to Section 11 (Heritage Precincts) of the District Plan. It aims to provide guidance to help better align the matters of discretion and information requirements for resource consents required for building in a heritage precinct. The change is based on new draft heritage guidelines developed for Council by Dr Glen Hazelton following an extensive review of the history and character of each of the five precincts - Ophir, Naseby, St Bathans, Clyde and Old Cromwell Town.

The proposed new heritage guidelines will provide more clarity for people wanting to develop in the district's heritage precincts. They will give people an advanced indication of what might be acceptable or what they should be thinking about when they are designing buildings.

PC20 is being released alongside Plan Change 19 (PC19). This is because PC19 proposes to make a complete and comprehensive suite of changes to the way the district's residential areas are zoned and managed. This includes the introduction of a new Medium Density Residential Zone which would allow for development at a higher density than is currently experienced within the district, and which apply within parts of the existing Clyde Heritage Precinct. Section 86B (3) of the Resource Management Act 1991 provides for any rule in a proposed plan that protects heritage to have immediate legal effect from the date of public notification, accordingly the proposed changes to Plan Change 20 will have immediate legal effect.

HOW DO I MAKE A FURTHER SUBMISSION ON PLAN CHANGE 20?

To make a further submission please download FORM 6 and either print it off, complete and send to Central Otago District Council, PO Box 122, Alexandra or complete it electronically and email to districtplan@codc.govt.nz.

Please note, the further submission must be in Form 6 and must include whether or not you wish to be heard. Copies of Form 6 are available here or from the locations listed below, or by phoning Central Otago District Council on 03 440 0056.
