This review of the leasing and licensing policy is a complete overhaul and expansion of the older Community Leasing and Licensing Policy. The most significant change is that the policy would expand beyond community leases to include commercial leases as well. For clarity, a lease usually grants a tenant exclusive rights to occupy the property, where a license does not grant exclusive rights to occupy the property or facility.

This updated policy will:

  • apply to commercial as well as community users
  • formalize application, assessment, delegation, and reporting processes
  • expand definitions and clarify obligations
  • introduce health & safety and insurance requirements
  • apply more detailed, transparent rules for rent, renewals, and subleasing
