What is an Annual Plan?

Councils develop Annual Plans to outline the services provided, how much it will cost to deliver those services and where the money will come from to pay for those services. Annual Plans help us to stay on track with delivering the services that our communities need and expect. Every three years Council takes a longer-term view to be able to make sound decisions and plan well for the future through ten-year plans, called Long-term Plans.

Under normal circumstances, we would be presenting a Long-term Plan (LTP) to the community this year. However, Government has given councils the option to defer preparation of their LTPs by a year and to instead prepare an Annual Plan for 2024-25. So instead of a Long-term Plan, Council has selected to instead submit an Annual Plan to give us more time to get clarity from the Government on funding for water and roading projects.

What's up for discussion?

This year, the rates increase of an average of 21.4% is higher than what was expected, for a variety of reasons, but primarily because of increased costs to deliver water supply and wastewater systems, roads and bridges and waste management. Rates are calculated at a district and ward level. They are determined by several factors, such as the type of property you own – residential, lifestyle, rural, or commercial – its location within the district and the services you are connected to.

Please remember that the proposed 21.4% increase is an average, which means some rate increases will be higher and some rate increases will be lower. Residential property owners are likely to pay more than those who live in rural areas as fewer services are provided outside of town. You will find a detailed description of what you currently pay in rates and what you can expect to pay in the next rating year.

We need to prioritise the work we do to contain further rates increases in the future, while continuing to deliver the activities and services the community needs and wants most.
